If God in the Old Testament incorporated harm reduction in His dealings with Ancient Israel, shouldn't we consider the same thing?

Speaking of biblical times, I was wondering if they had anything like our drug prohibition. I know that public drunkenness was punished, but was the use/sale/possession of any intoxicants against the law back then?

If not, was there any suggestion in the Bible that such laws should be in place?

As far as I know, while there were no prohibitions of any sorts, God did not excuse behaviour due to being under the influence.
