I think Dems closed the debate with 60 votes and then the actual vote with 51 (or maybe with few extra) votes.
Dems will not allow closing the debate so I think they can filibuster it.
Reid gave the opening last week, though as he changed the senate rules. GOP must follow on that (and meaby expand it a bit) and push ObamaCare repeal with 51 votes.
This is a good campaign platform: “Vote for GOP president and Senators and WE WILL REPEAL OBAMACARE!”
