What the heck are you talking about? There is no 2/3 majority rule requirement, no matter what the law would say. Congress is not bound by existing law, it can simply rewrite existing law any way it likes.

I thought this is something people are taught by the time they enter third grade.

Only constitutional amendment would give you 2/3 majority rule protection, but Cain did not propose that.

The 2/3 rule is a part of the plan and would part of the law. Yes, Congress could change the law, but they can do that right now anyway. There is nothing but the people keeping them from raising taxes now. Imagine what it'd be like if everyone had skin in the game rather than a mere 53%.
