Now you're changing the subject and setting up strawmen. Cain CANNOT abolish the IRS without having some type of enforcement mechanism. Unless you're proposing an electronic system in place to track all transactions in America, enforcement personnel will be needed to audit people and businesses. Because, and I'm sure everyone here knows this, people and businesses will cheat on their taxes if they can, regardless the tax rate.
