Suggest you read Tom Clancy's Clear and Present Danger. While it's not 1:1 corespondence, the similarities are... intriguing.

Not really ... Holder was sending guns to the Sinaloa cartel, the #2 enemy of the Zetas.

Actually, this makes the whole story even more weird.
