That’s incorrect to say. I was a public health professional at one time, and did investigations of private property for public health nuisance complaints all the time. If conditions are unsanitary in the park, it is causing unsanitary conditions for those that have property adjacent to the park also.

Yes. There are many ways by which the City could put the screws to this thing even though it’s mostly on private property.

The Mayor just has to be willing to do so.
