Mexico should hire mercenaries with extra legal powers to eliminate the cartels and take any cash booty from the drugsters. We might be able to reduce our unemployment problem as well.
You know, I was being my sarcastic self but I think you are on to something. Send in mercenaries and what they take, they keep. That would work.
