Drugs are easily available in prison and North Korea, how do you expect to be able to stop it?
Note that most of the issues you’re talking about are all consequences of the war on drugs, and not the drugs themselves. Cartels only exist because of the illegality of some drugs. If they were legal, druggies wouldn’t have to steal.
Uh???? Druggies generally aren't working so no paycheck... they surely will continue to steal to supply their habit...legal or not.
