Indians aren't the only immigrants in the US. Besides, there are large number of Bangladeshi and Pakistani immigrants who people on the street commonly mistake as Indians. US Immigration was meant to be a general equal opportunity policy not targeting any race/ethnicity/nationality. Not quite a strategy to lure India as a friend. Its another matter the IT boom in India and large pool of skilled workers helped India make most out of US immigration policy, but it wasn't by design.

And if U.S. immigration is "equal opportunity", why is it that the vast majority of aliens now come from Mexico, China and India?
PS: immigrating to the United States is not a civil right and there is no impetus to make it "equal opportunity". It's a matter for the will of the Americans to accept foreigners among them. Translation: Invasion is not a civil right.
