Arguing that Social Security needed to be disbanded and replaced with 401(k) plans and Individual Retirement Accounts, Cain made the case that the entitlement program was inherently biased against African Americans.
"If that's going to be a transfer from me to white people," Cain said of his own payments into the Social Security trust fund, "can't I at least give it to white people I like?
