“Steel Rain” to me means the M26 rocket from the M270 Multiple Launch Rocket System (MLRS). Each M26 rocket carries 644 of the M77 antipersonnel and antimateriel bomblets.

The Metal Storm multiple projectile launcher is another “Steel Rain” candidate. It launches a series of projectiles in masses. Theoretic cyclic rate is 1 million rounds per minute (if you didn't have to manually reload with new modules).

This may not have been the intent of your comment, but I don't know about “Steel Rain” other than in terms of the MLRS or the Metal Storm multiple projectile weapon.
