Agreed. Thieves, drug dealers and welfare fraud - not worth the effort. Selling your garden produce without a license or have old car tags, go to jail. Tax evading illegal aliens, legal protection, though they are driving without insurance or valid licenses and often drunk.

It has been estimated that over 10% of drivers in DC don't have insurance, and there are tens of thousands of illegals in the DC metro area who have neither insurance nor drivers licenceses.

Add the high car theft rate, and anyone can understand why auto insurance is as expensive here as it is.
