Judge reprimands Fullerton police (officer groped female arrestees)

The Fullerton Police Department, already reeling from criminal charges filed against two officers in the death of a homeless man, has been reprimanded by a federal judge for allowing a police officer to return to patrol after he was accused of groping women.

Seven women have accused Officer Albert Rincon of sexually harassing or groping them during arrests.

In a strongly worded opinion, U.S. District Judge Andrew Guilford refused last week to throw out a lawsuit by two of the women. After the ruling, the city of Fullerton tentatively agreed to settle the case, according to attorneys and court records.

Guilford questioned why the department gave the officer a "weak reprimand" despite accusations from multiple victims that raise "disturbing allegations of police misconduct."

"At the end of the day, the city put Rincon back onto the streets to continue arresting women despite a pattern of sexual harassment allegations. A reasonable juror could conclude based on these facts, that the city simply did not care what officers did to women during arrest," Guilford wrote.

He also admits that, as he was walking his alleged victims to his patrol car, he would turn off the audio recorder he was wearing on his uniform. "This means Rincon chose to leave no audio recording of the arrest," says Judge Guilford. As to why, Guilford says, "Rincon had no explanation."

Now why would one eliminate evidence that could easily exonerate them?

Even worse than the actual killing of Kelly Thomas is the rampant corruption within the City and its PD. Former PD members sitting on the council have helped to foster this out of control environment, which has finally resulted in a tragedy.

WHERE IS THE OUTRAGE about a ONE-EYED cop on the streets of Fullerton? From the LA Slimes about this creep’s injuries:

It was ultimately determined that because of his injuries, Cicinelli no longer met the minimum standards of a peace officer as set forth by California Peace Officers Standards and Training (POST). One of the key principles cited by POST was that peripheral vision is one of the most important visual abilities for safe patrol officer performance.

WHO in their right mind could POSSIBLY think that anyone with only 50% of standard visual capability is suitable for carrying a badge and a gun? And DO NOT respond with BS about how well he performed in static testing after his recuperation. A one-eyed cop is absolutely beyond imagination from a physical point of view, let alone all the mental baggage he must be carrying from the original incident.

he raped the women, no doubt in my mind. forget firing him, string him up.

Hope you are joking, cop shops are run like this all over the country. Cops need to be overseen by the states attorney general, not the local yokel the cops have the goods on.
