Anon has been using that for quite some time to attack various bizs and gov websites.
I’ve snooped on them in IRC during their DDOS attacks. They’ll say the meme “charging muh lazors” which means they are gearing up to run the program. Targets are selected by various forum leaders.
Never heard of it as a sourceforge (aka legit?) project.
I suppose it could be used for legit hardening testing. oh well.
