Technically. But since Gov. Perry has served longer than any other governor, he's had the 6 years (and 5 more) that it takes to appoint every office a Texas governor can fill. So Perry has his team in place and it works very well. As this story aptly relates.

Good thing he's been Lt. Governor, too. That being said, if you think it was the Lt. Governor in discussions with these out of state companies, convincing them to pack up shop and move to Texas, then you aren't up to speed on what's been going on in Texas over the past 10 years. These companies aren't flocking to Texas b/c of the weather.
