The story has always been that it was leased property. You obviously choose to ignore that fact.

Noun: A contract by which one party conveys land, property, services, etc., to another for a specified time, usually in return for a periodic payment. Kind of like renting land. It’s yours to hunt on for a fee. How big does a rock have to be to write 10 letters on it that you can see from your truck?
It was a hunting lease. If you don't know, a hunting lease isn't a full lease. You only pay for rights to hunt the property, sometimes only for certian times of the year. The property is still used by the owner, and you are expected to leave everything as is. Technically the Perrys didn't even have the right to paint the rock or turn it over. I suppose now someone will criticize them for not respecting private property rights.

Not only was the land leased, but Perry's father's leased parcel was only a smaller section of the much larger tract which had the "offensive" rock THAT HIS DAD PAINTED OVER.
