Actually, they are eligible for some student aid, including scholarships. Especially the ones that some people have set up with their own money.

From what I have read, E-Verify is used for state government jobs in Texas, but not mandated for Texas private sector employers to use. I cannot figure out the reason Perry is opposed to it specifically. Although I have run across some articles claiming that E-Verify is 3% in error (or 97% correct), meaning that it could invalidate the I-9 of 3% of applicants using the system in error.
I was hired by Robert Half for a temp job last year in Texas and had to submit to some sort of citizenship check. Not sure if they used E-Verify or not. It was a pain in the ass.
Seems that every significant issue Perry talks about — be it amnesty or e-verify — comes in 31 Baskin Robbins flavors. So by alluding to a particular flavor he can say he is either for it or against it.
