possible explanations.
..#1 the anti-gun Obama administration deliberately wanted American guns planted in Mexico in order to demonize American firearms dealers and gun owners...
...#2 is that the CIA ... feared the los Zetas drug cartel was becoming too powerful and might even mount a coup against the Mexican government. So some 2,000 weapons costing more than $1.25 million were deliberately channeled to the rival Sinaloa cartel, which operates along the American border, to keep the Zetas in check.
Scenario #3: • The ATF arms the Sinaloa cartel
• The State Department arms the Zetas (The U.S. Direct Commercial Sales program is run from the U.S. State Department’s Directorate of Defense Trade Controls)
• The combination helps fuel a full-blown civil war in Mexico
• Civilians start streaming north to safety
The resulting humanitarian crisis is used as a lever for a mass immigration event with hundreds of thousands of undocumented Democrats entering the U.S. seeking asylum.
It's as good an explanation as any I've heard -- and certainly consistent with the mindset of the Holder and Obama duo: the ends always justify the means.
Now all we need is maps of programs in other states. TX, FL, IN, CA, NM come readily to mind, but I wouldn’t be at all surprised if GA, SC, VA, PA, and other “gun-friendly” states would also show hits.
Its always easy to know when the current administration is lying - they’re talking ! The Obama Administration is still sticking to its “limited hangout” meme ! Its Friday “document dump” on OFF (of which this map is a part), is akin to a polluter dumping into the stream in the wee weekend hours hoping no one will notice until the real stench is diluted and most of the sh** washes away !
Great thing about the “new media” of the internet is it runs 24/7 - and perhaps even picks up on the weekends - meaning someone’s always watching these “late nite dumps” !

Looks like a whole lot of Mexicans and American citizens are gonna get their eyes opened very wide by this scandal. Mexicans have all been played for fools, while Americans were being stomped on by the jackbooted thugs in DC.
This map was probably intended as supporting documentation for ratification of the UN Small Arms Treaty scheduled for a vote next year.

It’s not proof. Interesting correlation which must be investigated with Great suspicion, but not proof.
A given gun may have been straw purchased, sent south, then the perp apprehended later for some other reason. When the gun was found in Mexico and reported as having USA markings, a search of records reveals the buyer, and the connection is made and marked on the map accordingly.
I don’t believe that was the case in many instances (methinks the Obama had to have given his approval), but it is a viable alternative and shows the map does not constitute legal proof.
