What limit would you place on illegal immigration for those fleeing their terrible homelands?

If I were president, I would ENFORCE the current laws. The problem that we have in America is that ever since Reagan granted Amnesty, the Presidents who followed him have refused to enforce the immigration laws.

For instance, an employer who knowingly hires an illegal alien is subject to fines of up to $10,000 per day. Has that provision EVER been enforced? Show me one example.

Is it any wonder why people from all over the world come here illegally?

If that gets enforced the problem is solved in a month's time.

Congress passed IRCA in 1986 and it became law. They failed to fund the enforcement provisions and probably more than 60% of amnesty applications were fraudulent on their face but granted anyway instead of less than a million there were about 3 million granted amnesty.

There were a few holes in the law quickly recognized and solutions presented that have not all been put in place nor funded. One of the largest cases was against Tyson Foods and its “rogue” managers.
Why is the President and Congress exempt from filling out I-9’s?
