What Perry needed to say was that the “general welfare” clause was NOT an enumerated power - it was a direction towards which our Federal government should DIRECT what limited and enumerated powers they were given.

Thus Congress does NOT have the power to do whatever it wants via “promoting the general welfare” - but when it acts within its Constitutional role - its goal in exercising its limited and enumerated powers should be to promote the general well being of citizens of these United States.

Perry isn't very up to speed on Conservative ideology, the Constitution and its meaning, and the words and intent of our founders.
