I think the plan is to have enough people dependent on government that they are hooked - this is the stated intent with Obamacare. That plus the cheating and he must figure he can worm his way into POTUS for life.

He isn't concerned about his reelection, He will manage to have a “crisis” in mid 2012 which will cause him to suspend the Constitution and remain in office for a while. After all he is the “ONE” we have been waiting for!
I hope I am wrong but all the indicators are there.
