My guess is that very few illegals turned in Census forms. That would be like putting a target on their backs.

Who would "target" them. My understanding is that illegal invaders were "encouraged" to cooperate with the census, more money and power for their "home" areas.

I think some probably did, but if it were me, no way I’d trust a government agent of any kind.
