Rhode Island didn't act legislatively to do that. The debate isn't over there anyway ~ took me under 2 minutes to find an article that indicated clearly that the universities have cut costs to the bone and still have raised instate tuition high enough to cover costs, and at the same time their out of state tuition students are gone ~ what they are doing is stretching university resources and adding students from the ranks of the illegal aliens.
They are literally destroying their state's higher education system.
