He just endorsed Romney by criticizing the instate tuition. (For the fewer than 1% illegal students trying for citizenships, and a states rights issue.) Not a states rights guy much.

Even if he stands on his word and he’s not running, he would be an excellent choice for the GOP Convention key note speaker.
