Koch is treating Obama in the same way that an adult might train an undisciplined puppy dog - punishing it for leaving a mess on the floor, and rewarding it when it does its thing outside.
It's not all that different from the way that the "Keepers" from the original Star Trek pilot episode tried to keep the wayward Star Fleet captain in line:
"Wrong thinking is punishable. Right thinking will be as quickly rewarded. You will find it an effective combination."
It didn't work on Captain Pike, because Starship captains have to earn their rank based on intelligence and integrity and accomplishment, but it just might be effective on Obama.
Ed still has a lot of pull up there after all these years. I often wonder, when his name is brought up, if he would have “come out” at the end of his term, would he still be as influential as he is now? I think not. That is why he keeps his mouth shut and would prefer it not be made public either.

Koch being 86 years old does not have much time before he meets his Maker! If I were him I would be more interested in getting right with God than getting right with Obama!
