His opposition is based on his defense of the 10th Amendment, IIRC, not on the merits of the act itself. He's faced this seeming paradox on several matters, including abortion and gay marriage. On balance, I would prefer a President who respects states rights and is very reluctant to support any federal mandate.
Of that list, the only thing Perry is weak on is illegal immigrants, one of the lowest. And the other things he is attacked for aren't even on the radar. Nobody is concerned about some newfangled federal vaccine program popping up. Only a minority really think we should ban Mosques, and deport all muslims. And not too many conservatives REALLY want to implement a new stricter campaign finance reform to prevent people from donating money to candidates who do things they support. And his other negatives are electability issues. He doesn't seem to be a good debater. He comes across somewhat stiff (my daughter called him a Cylon when we saw him in person -- that might have been his back acting up). He uses stupid language to defend his positions. I've read his book, and it's full of conservative goodness. I understand the objection to a few of his policies, but I think there is much more than simple disregard for him in a lot of the attacks.
