This could not be done as it is not in the US Constitution to suspend elections for any reason. Lincoln didn't even try it when half the Nation was in Rebellion. Roosevelt didn't try it even in the midst of the Great Depression. The 2nd Tuesday of November is mandated as the day of elections in the US Constitution. Anyone who attempts to vote this through is in violation of the US Constitution. The very idea is worse than Nixonian. There is only one way to effect this, and that would be by amending the US Constitution.

Article 3, Executive

Sec. 4. Oath of office for Governor.

The Governor, before entering upon the duties of his office, shall, before any Justice of the Supreme Court, take an oath or affirmation that he will support the Constitution and laws of the United States and of the State of North Carolina, and that he will faithfully perform the duties pertaining to the office of governor.
