I suppose you could look into the California program that was implemented in 1999 and see if Obama care has affected it. I honestly don’t know because I don’t live there. Here you go -

To be honest, I really don't care what you think anymore, which is odd, since I've been trying to get to the bottom of this right here on the forum so others who may be interested can follow my thinking as I go from "Holy cow!" to "OK, maybe I have this wrong."

I don't care for the attitude, and will research on my own, and not comment on this anymore, since some Perry fans seem to think discussion after we've been told to STFU is so tiring.

I live in California. I don't know much about the California Office of Binational Border Health (COBBH) but from what I just read it sounds like it has been a financial disaster.

Based on the cost for dispersed and un-coordinated state DHS staff to provide the services currently provided by COBBH, the potential loss of federal funds currently generated by COBBH for the border region, and the increased costs that local health departments would incur to continue COBBH’s prevention efforts in California’s border and binational communities, the Governor’s budget proposal would not save money but, instead, may end up costing California many millions of dollars every year, and significantly diminish the public health and safety protection of all Californians.

It doesn’t have anything to do with insurance. Here’s a link to Texas’ website for the same type of organization and was implemented in 1993.

The link KKC gave you to that California program isn’t going to tell you anything. Texas has a program just like it. There no insurance involved. Basically their job is to keep track of and try to prevent communicable diseases from becoming rampant from immigration....illegal or otherwise.
