What Cain is proposing is not superficial. Obviously Ron Paul would be a lot more effective in this particular domain. But Cain is stronger in other areas particularly defense, peace through strength.

Sure it is. He's not suggesting that the Fed be abolished. He's apparently quite comfortable with private bankers controlling the U.S. money supply. He's saying no audits of the Fed. Just change the head guy. That's purely superficial.
