Obama should have done this back in 2009 by starting a program to offer major incentives to put in better wall and roof insulation and install insulated windows on older houses.

If millions of older homes had better insulation, they would have substantially cut their air conditioning and heater bills, since both wouldn't have to run so long. And such a program would have meant lots of jobs for home improvement companies, too.
