I think the best Republican Response for this issue would be:
“I believe Sexual Activity of any kind has absolutely no place in our military and such activities between service men and women has a negative effect on the effectiveness of our service men and women”
When the press tries to use this as an attack point, you turn around and say: “What part of ‘sexual activity’ do you not understand?”

A response that I would have liked:
You are away from home, fighting the enemy of your country. I’ll answer your question but, first, I want to say that I cannot believe that your question isn’t “What would you do to finish this and get us home?”
