He was a conservative Democrat and voted for Reagan in ‘80 and ‘84.

Allow me to give you a little history and geography lesson. Much of the south remained registered Democratic but voted Republican for President most of the time. Reasons are historic, and go back to the days of Reconstruction, etc, and the fact that many southern states had Republican parties so small that to be one meant you had no primary voice ever.
Texas was such a state, and so is NC where I live, up until about the time that Reagan changed that.
Typical would be my parents, who were registered D’s til death but who never voted for a D for President during my lifetime. In fact, I know they voted Ike - so before that. This is not anecdotal, NC was a heavily registered D state but voted for Ike, Nixon twice and Reagan twice - and I think the R’s finally sort of equalized the registration about that time. I am not sure about Carter-Ford.
So you can feel about Perry how you do for a number of very legit reasons, but it is very believable for someone in the south to vote for Reagan as a Democrat. Many many millions did.
...and just as importantly did Reagan ever vote for Eisenhower since he was a DemocRat party hack in the 1950s?
