The judge gave him a choice. Leave and try to keep clean or spend the rest of your life in prison. (the guy was in his 50s)
As I read it, the judge is basically saying that if the perp is back in his court, the judge will give him the maximum penalty. This is is something he can do.
I think a judge if he can give a restraining order to stay away from a single person, he also can give a restraining order to stay away from an entire community, if the need is there. At the very least, the judge is saying that the only way the guy can avoid going into his courtroom is to go away.
