I just found this link to watch live what is going on at the UN right now:

The Armenian president is speaking right now, but Abbas is scheduled for 12:30. I still don't know what time Netanyahu is supposed to speak.

According to the article you linked, Abbas said that in a meeting with some 200 senior representatives of the Palestinian community in the US, shortly before taking the podium and delivering a speech at the United Nations General Assembly. Very different from what he said from the podium. Taqqiyah at its best!
