The article stated the rates of pregnancy for girls 15-17 in Montgomery County Md. It did not state the percentage of children born out of wedlock in the total U.S. by race. That information is available from the CDC. The actual percentage of African American children born out of wedlock is 72%, the percentage of Hispanic children is 53% based on 2007 statistics. It is probably higher today.
