Congress voted on the DREAM Act last November and it only failed to pass because of Scott Brown - the one decent thing he did.

Under what constitutional authority did the Congress have to pass that law, if they did?

Liberals in Congress have been trying to pass the DREAM Act for at least 10 years.

Your claim that it would be unconstitutional is laughable.
