Yeah, it's a subsidy. That's because in-state tuition rates DO NOT PAY the full cost. That has to be made up with other revenue sources, one of which is out of state tuition paid by Americans and others, but mostly by Americans.

Your system prefers foreigners in this country illegally over Americans.
