She seems to be still deciding, probably based on the polls.
Her chosen public response to being asked, given that her chosen time to announce is as late as possible, is to say "I'm still deciding". But, in fact, she knows and has known for quite awhile. And her chosen time to announce is as late as possible to maximize her chance, based on her view and i'd imagine the view of her confidants, of gaining the nomination. I'm inclined to agree... she gains nothing in participating in answering inane questions in inane debates, and has plenty of name recognition unlike Perry. Probably figures once gettin' in, the necessary money will flow as well.
