Illegal aliens can and do receive instate tuition rates OVER AND ABOVE their American student counterparts from other states. They can use their grant monies at private institutions. They are receiving full packages that cover the costs of a full semester by getting on these programs. It is most prevalent at the Community College level,namely Lone Star college system. It’s all a fact jack.
