Did any of the other cops report the crime? If not they are guilty of Misprison of Felony, 18 US Code 4.
If that is true then they would need to be found guilty, in a court of law. There is still an FBI investigation?
I would think, not being an expert, that sort of charge may be part of that civil rights investigation.
