I will in no way defend that local statute in California which prohibits Bible or such study groups and you cannot compare what is local law in California to what may occur in NYC.
The bottom line is that the Constitution does not specify which people may or may not be able to exercise property rights.

As a commercial real estate broker and someone who taught real estate law, econ, finance, and practice in college, I must ask when you plan on leaving this country. You are apparently unaware of the power such officials have over our property and property rights.
A church congregation has to get permission to build in almost any jurisdiction. City everywhere limit the use of private property. My objection is that the state of New York is encouraging the Muslims in their efforts while the city in California is discouraging Christians.
