As I understood the LOST treaty we signed, the 200 mile limit if it conflicts with another nation’s 200 mile limit get divided at the midway point.

So, Cuba (spanish speaking as this article so carefully points out spanish) is owner of territorial waters 45 miles from Key West, if I understand correctly.

The US's maritime borders(including Cuba) were set with the Magnussan Act in the 70s. That established the first 200 mile EEZ but applied only to fishing.

The Magnussan act led to LOST so those already established borders were retained.

Also, LOST allows the US and other nations to claim more than the 200 mile EEZ if that nation can demonstrate that the shelf extends out beyond 200 miles
