What is Barking Dog Syndrome? What sets the dogs off? For that matter -- just who are these barking dogs in the first place?

A looming loss always signaled by the telltale barking dogs of American politics. This aphorism comes from Arthur Conan Doyle's mystery "Silver Blaze". where the clue was that the dog didn't bark in the night because the perp was the dog's owner.

It’s a trendy thing in novels these days.
I don’t understand the point, though. Why are writers afraid to use semi-colon and a dash?
