A hashtag on twitter is a word or run-together phrase starting with the hash (#) sign. The twitter system uses that as a signal to treat that word, up to a space, as a tag (keyword if you will) that people can search for, even across twitter accounts that do not follow.
It is also how they determine trends: trends are determined by tracking the counts of hashtag usage.
