It probably means that the FBI has every "smoking gun" document locked up in an "ongoing active investigation" and is shredding or incinerating anything they found.

Does anyone know what the justification is for a 'criminal investigation'? Companies go bankrupt every day. Not all get the full fledged interest of the FBI and the Justice Department. I too smell a skunk.
