It doesn’t look like the Obama administration nor Dems are pushing for this, the Repubs are. DHS and Napolitano tried to say some time back that this program wasn’t mandatory but when backed into a corner she admitted it is but is being phased in. The Repubs want a bill to make it mandatory now.
