My understanding is that any parent could opt out of having this for their child under the Perry/Texas law so how can anyone continue to call it a "mandate?"

By that standard, there are no mandatory vaccines in Texas, because ALL vaccines have an opt out provision; and the conscientious objection affidavit form for opting out is available online.
