There was most defiantly an “opt out” on Gardisel. I have heard him say before that the reason for the word “mandate” was so the state would pay for the vaccine. I know someone who would defiantly have benefited from the vaccine at 12. By age 15 she was infected. Parents were outraged at the suggestion that their innocent little girls would become sexually active, but it happens, every day.

I know there’s an “opt-out”, Perry has said so in both debates. Santorum had a great point in both debates—”Why wasn’t there an ‘opt-in’?” And why did he feel this sudden urgency that couldn’t wait for the legislature? Why was he forcing people to do it, burying the “opt-out” in the fine print of his magnanimous decree?
