HPV infection IS a "Communicable Disease".
The widespread prevalence of the virus in the community is exactly why it is a public health concern. Vaccine programs can eradicate the virus and make it extinct within a geographic region. If the virus stays in the community, it spreads like wildfire through the entire community.

As far as the "communicable disaease" aspect of a sexually transmitted virus is concerned, a virgin bride on her wedding night will not only sleep with her new husband. She will also sleep with all the women her husband ever slept with and all the men that they ever slept with and all the women that they ever slept with and all the men that they ever slept with and on and on and on ....

It is a sexually transmitted disease and not the same danger as to the public as a whole, unless your daughter is having sex with everyone and I mean everyone in town and even then its not the same as TB, smallpox, measles, or typhus. Your argument is without merit.
