We need to cut out the paranoia here:

The HPV vaccine saves lives lost due to cervical cancer. It’s no more an inducement to sex than a tetanus shot is an inducement to jumping on rusty nails.

In Texas, there is an ‘opt out’ provision so that NO parent is forced against their will to have their child take vaccines. The HPV vaccine was to be administered under that regime, and so their children can be as unprotected as their parents wished, nobody would have been forced to take it:

“Each student shall be fully immunized against diphtheria, rubeola, rubella, mumps, tetanus, and poliomyelitis, except as provided by Subsection (c). ...
A child is exempt from an immunization required by this section if:

(1) a parent, managing conservator, or guardian states that the immunization is being declined for reasons of conscience, including a religious belief; or
(2) the immunization is medically contraindicated based on the opinion of a physician licensed by any state in the United States who has examined the child.

Let me just add that “innocent little 11 & 12 year old girls” are becoming a rare species. They start dating at 9 & 10. Tweens are quite sophisticated these days.

Has it escaped you that Texans took Perry's mandate through executive order and told him to stick it where the sun doesn't shine?

Has it also escaped you that Perry himself has said it was a bad mistake?

So you tell me why would you defend executive order mandates which required parents to "request an opt out from the government"?

I feel like I went to the wrong board for cripes sake.

In general opt-outs are considered back marketing devices as they create real backlash due to abuse.

When the government says “this is strongly advised” and it and BIG PHARMA spend oodles pushing the fearsome half-specs (which you repeat) offer something in an opt-out program there is huge element of social compulsion, making the program effectively compulsory to all but a very brave or loony few, the outliers and outlaws.
